To model the initial conditions (voltage) of a capacitor bank, you should use a "parameter event" (SetParam) on the variables "uC_a", "uC_b", "uC_c" (signals of the "ElmShnt"). Please find attached an example, where I am setting the voltage of phase A to initial +0.5 pu before energising the capacitor bank.

Hint: When starting the EMT simulation, please be sure to check in the "Advanced Options" page (command "ComInc") that the option "Interpolation at user defined events" for the event control is "unchecked", as in the example I am sending you.
