Characteristics can be easily imported using DGS (DIgSILENT Interface for GIS and SCADA).

DGS Files can be based on different file formats like MS Access, EXCEL, ASCII or XML
Attached is an example in two different file formats: an excel file and an ascii file. 
Both files contain a complete network and characteristics to scale certain loads.
References to typical characteristics in this example  are stored in the project library folder "HistoricCurves".

Unzip the attached file and Import one of the files to PowerFactory using the DGS-Interface.

Check the scaling factors of the loads to see how these are scaled using characteristics.
